They are a heavier duty option than wrist wraps or gloves and are appropriate for heavy pull movements where especially strong support is needed -- namely for deadlifts, pull-ups, and rows.

Hooks are specifically designed for compound barbell pull lifts such as heavy or one rep max deadlifts, pull-ups, and rows. They are not intended to be worn throughout a workout or for push movements. They may impede progress or form in certain lifts or with certain equipment. They should be removed for lifts where they are not needed.
Please note that whilst hooks can help protect wrists, they do not eliminate the risk of injury or slipping. Hooks are not a substitute for good lifting form or safe practices and should only be used with barbells where a secure grip is possible.
